The summary of this LONG article is this....the laws on the books are really not necessarily as useful as they once were in dealing with today's international "conflicts". These include but this is not all-inclusive list, DE-colonization, nation-building, democratization, terrorism, tribunals, the ICC, and other ways to deal with international law breakers on national and international terms.
